1. Turnover Threshold
Registration is required if annual aggregate turnover exceeds:
- ₹40 lakh (most states)

Turnover includes all taxable supplies across India.
2. Marketplace Sellers
If you sell through:
- Amazon
- Flipkart
- Meesho
- Any ecommerce operator
GST registration is mandatory regardless of turnover. Marketplaces require a valid GSTIN for onboarding.
3. Inter-State Sales
Even a single inter-state shipment triggers mandatory registration. There is no turnover exemption for inter-state supply. Since most ecommerce businesses ship nationally, this condition alone makes registration compulsory.
Limited Exception
Under Notification 34/2023-CT, small sellers making only intra-state supplies through platforms may qualify for exemption if:
- Turnover is below threshold
- No inter-state sales are made
- PAN-based enrolment is completed
This exemption is narrow and does not apply to most scaling ecommerce businesses.
When Registration Is Optional
If you:
- Sell only within your state
- Operate only through your own Shopify store
- Remain below ₹40 lakh turnover
Registration is not legally required. However, without GST registration:
- You cannot issue tax invoices
- B2B buyers cannot claim ITC
- You cannot claim ITC on your own expenses
- You cannot sell on marketplaces

Choosing the Right Registration Type
Regular Taxpayer
Suitable for most ecommerce sellers.
You can:
- Make inter-state sales
- Claim Input Tax Credit
- Sell through marketplaces
- File GSTR-1 and GSTR-3B
For Shopify sellers shipping nationally, this is typically the correct option.
Composition Scheme
Available for turnover up to:
- ₹1.5 crore (most states)
- ₹75 lakh (special category states)
Restrictions include:
- No inter-state supply
- No ITC claims
- Limited ecommerce eligibility
For online businesses shipping across India, composition is usually not practical.
Multi-State Registration
If you store inventory in multiple states, including through marketplace warehouses, you must obtain separate GSTIN registration in each state where you have a place of business.
Stock transfers between your own warehouses across states are treated as inter-state supply.
After You Get Your GSTIN: Compliance Begins Immediately
Registration gives you a GSTIN. Compliance starts from your first taxable sale.
Once registered, you must:
- Issue GST-compliant invoices for every supply
- Apply correct CGST, SGST, or IGST based on place of supply
- Maintain consecutive invoice numbering
- Map HSN codes to products
- File GSTR-1
- File GSTR-3B
- Maintain records and supporting documents
Shopify does not automatically handle most of these requirements.
Registration solves eligibility. It does not solve invoicing or return reporting.
